For the last couple of years, social media platforms have been facing serious issues related to the propagation of fake news, broadly understood disinformation and manipulation of audiences. Moreover, general advertising, online political campaigns and freedom of speech online policies have been a subject of strong debate. Despite significant efforts made by platforms and policymakers alike, some basic challenges persist. COMPACT team analysed the EU and local policies and challenges in regulating the convergent media, with emphasis on social media. Some of the major challenges identified include the “out of jurisdiction” problem that local regulators face as an implication of the Country of Origin (CoO) principle as well as lack of expertise among regulators and general paucity of social media regulation among the member states. The major recommendations include more flexible, horizontal legislation and better transparency and provenance information accompanying contents published and disseminated on social media platforms.
